Add layers for user interface objects

When I refresh my game the display order changes, so annoying! :angry:

Also add a setting in labels and bars for display order too. This would be useful if you want labels to be shown on top of objects, but behind a level transition object (like in The Graveyard where everything becomes white). It will use the user interface layer, so labels and bars are always on top of the default layer.

I actually agree with this request. We really need this.
