Sorry, I do not know how to make the enemy follow the player in a Top-Down game. Samuel and JR01 have a bundle in their game Operation Delete that makes the enemy move randomly around the level, but not follow the player.
My game Vironia has an enemy that follows the player, but itā€™s not a Top-Down game.
