The story behind that costume is that its a modified version of one frame from a scrapped Gamougg death animation from TG3. I modified it to be more bloody and have visible damage on the suit and helmet. Here’s the original:

I have no idea, must be why I scrapped it though. Also Sans Undertale fake bleeds using ketchup, so there’s that.

The [most likely] final two weapons will be boss drops. The first one is the Beefblade, and will be dropped by the Nightmare Beef Monster. The second weapon is a pair of the Electrolyte Gauntlets, dropped by Jinx, (the semifinal boss).

This can also be used for “object flight” depending on your control scheme. And yes, this is yet another Metal Gear Rising: Revengeance reference. Because of this, I recommend playing It Has To Be This Way (Senator Armstrong’s theme) while fighting the final boss.
Additionally, my friend nhgcr has created the second last Costume Set for Gamougg, The Blues.
Here you can see the skin that looks a bit like Kung Lao from Mortal Kombat.
