How do i spawn things in the user interface layer from the game layer

I was looking for ideas on how to make some sort of shop for my game and in the game I looked at, curse of were-loaf, They spawned in things from the user interface layer. but when I tried the same thing it wouldn’t allow me and would only let me spawn in things from the same layer. does anyone know why this happens or how to get around this?

(you can copy / paste the spawn in the game layer)
