I will create a custom grass block then use it instead of background but the my custom in-game cursor goes under those grass blocks and is no longer visible, help!

set the cursor’s display order higher

What BradenS may work, but I really suggest that you post your game link so we can help you better because this is a very varied problem with a lot of variables.
