It might not be exactly quarter of a pound, but it still has weight to it. If your scale didn’t read any change, then it might be broken or used to weigh larger objects above one pound.
If your using a standard scale that’s used for body weight, it’s not used to weigh stuff below a pound. I have a pocket scale that can weigh stuff at 1/100th of a gram so it’s used for more precise measurements.
