As someone who often takes medicine in the form of pills, no not all drugs are poison and not all poison is a drug. Take liquid poison for an example. A poison is any substance that causes harm to a living thing, a drug is anything that creates a biological effect that isnt nutriental or dietary.
While they can overlap, they arent the same.
