The buttons to enable multiplayer and increase max number of players are grayed out and I can’t interact with them.

No, and I don’t want to pay for it.

I am pretty sure if you do not have indie, you can not have multiplayer, but I am not a expert, so you might have to ask someone else.

This is correct. Multiplayer is only available for people with Indie and beyond.
