Animated background

Is it possible to create an animated background? In my case, I want to create a “top-down” sea, so for the background I would 3-4 frames of the water moving.

I know I can do it on the “game world” layer, but I need to put other things on top of the sea (like a crate to be picked up).

BUT you can make the thing in the game layer and have everything in the second layer

Couldn’t you make a giant backround, have an “always” going into an animation?
