But basically there are 2 ways to go about this:

Go on pixilart.com and make a literal animation that leads to the next level, and then import all of the frames in using flowlab.

Have the actuall characrers in your game follow an animation, which is harder but can be more authentic at times.
For my game I just wanted the charcters to talk, and so When they recieve a messge for that cutscene their movment was locked onto 0 and their animations was locked too. Once the cutscene was over, it was all unlovked and a fight begun.
